UNESCO’s Participation Programme is designed to provide direct assistance to initiatives undertaken by Member States in the organization’s fields of competence, in line with priorities determined by the countries themselves, with proposals submitted via UNESCO National Commissions.
It serves as a means employed by UNESCO to strengthen the partnership between the Organization and its Member States as well as between the Organization and Non-Governmental Organizations in official partnership with UNESCO. Thus, the Participation Programme enhances the inclusive and generous spirit of UNESCO’s noble mission.

Funding procedure
UNESCO is not a funding agency, although subsidies can be granted on a moderate scale. The funds are given mainly in order to initiate projects that pursue UNESCO’s goals, which are to contribute to a better understanding of the people of the world through the knowledge of education, sciences, culture and communication & information. (Associate) Member States can submit 7 projects to UNESCO for funding. Project documents are submitted to the UNESCO Headquarters in Paris through the Curaçao National Commission for UNESCO only. The Curaçao NatCom does not has any say in the evaluation of the projects by the UNESCO Headquarters in Paris.
The different types of assistance that can be requested under the Participation Programme are as follows:
- The services of specialists and consultants-Not including staff costs and administrative support
- Study grants and fellowships
- Publications, periodicals, documentation, translation and reproduction
- Supplies and equipment (other than vehicles)
- Conferences, meetings, translation and interpretation services, participants’ travel costs (not including those of UNESCO staff members)
- seminars and training courses
The maximum funds to be granted are:
- US$26,000 for a national project or activity
- US$35,000 for a sub-regional or inter-regional project or activity
- US$46,000 for a regional project or activity
